USPS issue - delay in checks

Hello,
The City of Rochester recently completed a check run dated November 26, 2025, and we have been made aware that several vendors have not yet received their payments.
We have been monitoring our bank activity, and none of the checks from that run have cleared. We contacted the United States Postal Service and were informed that all outgoing City mail is now transported to Indianapolis for sorting, rather than being processed locally. During the holiday season, mail is experiencing significant delays in that facility before returning to Rochester for delivery.
At this time, we have no indication that any checks were lost or mishandled—only that they have been delayed in the USPS processing system. We understand the inconvenience this creates and want to reassure you that the City is actively monitoring the situation.
If your payment does not arrive by December 16, 2025, please let us know and we will work with you on the best next step. We are trying to avoid reissuing nearly 100 checks unless absolutely necessary, but we will ensure that every vendor is paid.
Thank you for your patience as we work through this postal delay. If you have any questions, please contact me directly.

Kind Regards,

  E. Beth Stocking, CPA
